Q1. - At a line out is the person who throws the ball in allowed to step over the side line? If the person does, what is the resulting decision?
A1. - The referee would manage this situation. If on the first occasion he saw the foot cross the line at the throw in, he or his touch judge would have a quiet word with him asking him to keep his foot behind the line. If he then continued to put his foot over the line it would result in a penalty at the 15m line.
 
Q2. - Somebody is tackled late after kicking the ball between the 5 metre and touch line, the ball lands in the same channel, is the resulting penalty in this channel where the ball lands or is it moved infield to the 15 metre line?

A2. - The non offending team may choose to take the penalty kick either at the place of infringement, where the ball lands, or where it was next played.

Where the infringement takes place - If it takes place in the kickers in goal the penalty kick is taken 5m from the goal line in line with the place of infringement but at least 15m from the touch line. The non offending team may also choose to take the penalty kick where the ball lands or is next played at least 15m from the touch line. If the ball lands in touch the mark for the optional penalty kick is on the 15m line, in line with where it went into touch. If the ball lands within 15m of the the line, the mark is on the 15m line opposite where it landed.

Answer to the question: The penalty is awarded 15m from the touch line opposite where the ball landed.

 
Q3. - What is the International Rugby Boarad (IRB) councils decision regarding a dangerous tackle?
A3. - A dangerous tackle is effected whenever there is contact above the line of the shoulders whether the contact is the first or a subsequent point of contact. To be clear, a tackle which involves arm contact below the line of the shoulders and thereafter contact is made with either the neck or the head of the tackled player is a dangerous tackle within Law 10.4 (e)
